Advisory Budget Committee Minutes 2010/01/25
Monday January 25, 2009

A meeting of the Budget Advisory Committee (the “BAC”) of the Town of Sunapee, NH, was held on January 25, 2009 at 3:00pm at the town offices meeting room.

Members Present:
Spec Bowers, chairman
Shane Hastings
Ken Meyer
Charlie Smith

Also Present as guests were:
None

Members Absent:
Rich Duperey

Call to Order
Spec Bowers called the meeting to order at 3:10pm and himself recorded the minutes. A quorum of members was present, and the meeting, having been duly convened, was ready to proceed with business.

New Business
The first item on the agenda was whether to make a recommendation about the proposed upgrade to the Wastewater Treatment Plant. After discussion, the committee voted unanimously that an upgrade is essential. After further discussion, the committee voted 3-1 to make a "For, with reservations" recommendation as opposed to abstaining from making a recommendation. The BAC concludes that:
1) an upgrade is essential
2) but we do not have a detailed plan
3) we have little confidence that the numbers are accurate
4) we do have confidence that the sewer commissioners and department will bring the project in under budget
5) we think there is a window of opportunity for grants from outside sources
1) it is essential. We should start the ball rolling.

The BAC has previously recommended for or against the articles on the warrants. We now discussed whether to emphasize some warrants by speaking at the deliberative sessions. We could speak on all of the warrants but that would emphasize none of them. The BAC decided to speak about:
- the Wastewater Treatment Plant upgrade - For, with reservations
- purchasing three vehicles - For
- the maintenance capital reserve fund - For and at the school session:
- the Blodgett House renovation - Against

The meeting was then adjourned.
